The Date Offset section allow you to set the minimum date rules when activities must be accomplished before a type of event:

Each offset is set by clicking on the drop down button:

Enter the name of the offset and the time interval.  This then allows you to enter dates as shown below:

Which tells the system "There is a depo scheduled for 10/1", the system will then use the rules and set the appropriate due date.
